There is a new and free web-based information-system on the development of the German states between 1820 and 1914. It has been released in July by two research institutions in Mainz. It is now available at http://www.hgis-germany.de . There is also an partly English version, you just have to click "English" in the navigation. Unfortunately all the descriptive text is only available in German.
